ARPA - American Rescue Plan Act

On March 11, 2021, the Federal Government passed the American Rescue Plan Act, commonly referred to as “ARPA”, a $1.9 trillion relief package aimed to stimulate the economy.  Under ARPA, the Coronavirus State and Local Fiscal Recovery Fund (SLFRF) was established and $11.8 million was awarded to the City of Newark.

The Newark City Council held a work session on October 7, 2021 to discuss options to spend the City of Newark’s $11.8 million allocation.  The Council provided feedback to City staff and a proposed City of Newark ARPA Recovery Plan was developed. 

The chart below lists the ARPA Recovery Plan:

 

 $4,857,000 is allocated towards personnel and operating budget restoration.  Restoration will address critical needs of the City by providing for the return of pre-pandemic service levels and ensure that City services will continue to the foreseeable future.

The remaining balance of $6,943,000 will be applied towards community projects that will help address negative economic impacts, build on infrastructure, apply to administration and public health, and serve disproportionately impacted communities. 

The Newark City Council adopted the Recovery Plan at the October 28, 2021 City Council meeting.  City staff is already working on implementing many of these programs, including small business grants and other business assistance.
