David J. Benoun
The City of Newark is a Council-Manager form of government meaning that the City Council provides overall policy direction and appoints a City Manager who is responsible for implementing adopted City policies.
The City Manager’s Office is responsible for implementing those policies, as well as overseeing the day-to-day operations of all City departments and appointing department heads.
The Newark City Council appointed Mr. David J. Benoun as the City Manager in December of 2018. As City Manager for the City of Newark, Mr. Benoun is responsible for ensuring that the City Council’s community vision becomes reality.
Mr. Benoun’s career with the City began in 2012 when he was appointed as the City Attorney by the City Council, after working in private practice for a number of years.
He graduated with distinction in general scholarship from the University of California at Berkeley and he earned a law degree from the University of San Francisco, School of Law.
Mr. Benoun lives in Newark with his family.
Assistant City Manager
Lenka Hovorka
Ms. Lenka Hovorka began her career in local government with the City of Newark in 1997 where she held a variety of roles in the Recreation and Community Services Department, Human Resources Department, and Public Works Department where she worked as a Senior Administrative Analyst.
In 2014, Ms. Hovorka accepted a senior role at the City of Redwood City’s Human Resources Department overseeing recruitment, employee development, and employee relations.
Ms. Hovorka then accepted a Human Resources Manager position at the City of Menlo Park and then later was promoted to Administrative Services Director. In her role as Administrative Services Director, she oversaw and managed the Human Resources, Finance, and Information Technology Divisions.
As Newark’s Assistant City Manager, Ms. Hovorka oversees the Human Resources Department, the Information Technology Department, the City Clerk’s Office, and the Recreation and Community Services Department. She also performs high-level assigned projects and serves as Acting City Manager when the City Manager is unavailable.
Ms. Hovorka graduated from San Diego State University with a Bachelor of Science degree in Criminal Justice and Public Administration.
