Can’t dial 2-1-1?
Are you having problems connecting with 2-1-1? In certain situations, some people may be unable to reach our 2-1-1 Call Center. Here are some reasons and what to do.
Please note that 2-1-1 Alameda experiences the highest call volume on weekdays between 10am and 3pm. If you are experiencing a long wait time, please try calling 2-1-1 outside of these hours. You may also e-mail 2-1-1 for referrals by contacting info@edenir.org. E-mail is checked Monday-Friday and you can expect an answer within two business days.
1. Calling from outside Alameda County
There are 2-1-1 services throughout California. If you don’t live in Alameda County and want information on services in Alameda County or are having trouble connecting to 2-1-1, please use our toll-free number: 888-886-9660.
2. Calling from a Cell Phone
2-1-1 is available through all cell phone carriers. However, if you can’t dial 2-1-1 from your phone, call our toll free number: 888-886-9660.
3. Calling from a Workplace
Company internal phone systems (formerly known as PBX-type phone systems) may need to be programmed to allow 2-1-1 to be dialed. If you are unable to access 2-1-1 from your work phone, contact your IT department, and ask them to set up the system to allow 2-1-1 to be dialed. Note: Remember to dial “9” first, if needed, to reach an outside line. Also, you may have to wait longer than usual, up to 10 seconds, after dialing 2-1-1.
4. Calling from Home
2-1-1 may not work correctly with alternate phone providers, such as Vonage, Earthlink or Comcast. Just like 911, you have to report your physical address to these providers, in order for 911 to work correctly. If you can’t dial 2-1-1 from home, then call our toll free number: 888-886-9660.
5. Calling from a Pay Phone
You may not be able to dial 2-1-1 from a pay phone if the pay phone provider has not yet programmed 2-1-1 calls to route properly. If you are unable to dial 2-1-1, then call our toll free number: 888-886-9660.

Abode’s social services department coordinates health and supportive services for participants in shelter and supportive housing programs, offering comprehensive on-site assistance. Abode has also cultivated strong relationships with more than 40 local service providers to connect participants to additional services. The on-site services that we provide at housing sites include job training, parenting classes, financial literacy, computer training, case management, health education and activities, and many others.
For someone experiencing homelessness, keeping yourself and your clothes clean can be incredibly challenging, and can greatly impact your ability to get and keep a job, or simply participate in society. To meet this need, the City of Fremont, City of Newark, and several community partners developed the Clean Start Mobile Hygiene Program to provide much-needed shower and laundry services to our homeless neighbors.

CleanStart is temporarily out of service. As always, those needing services can reserve a shower at the BACS Wellness Center by calling 510-675-7425. The address is 40963 Grimmer Blvd. in Fremont. Those who are 55 and older can shower at either of the Fremont Age Well Centers Monday through Friday from 8:30 a.m. to 3:30 p.m. on a first come, first served basis.

Their nutritionally balanced meals are available for delivery Monday through Friday, mornings (10:00am-1:00pm) and afternoons (1:00-4:00pm). Meals are delivered by volunteer drivers who have undergone thorough background checks and rigorous training.
Meals are high in nutrients important to the overall health of older adults. Our service is more than just a meal, we provide wellness checks and provide resources to seniors in need of further support.
Individuals may be referred to this program by family, neighbors, friends or clinical or social work professionals. Individuals may also contact them directly. The initial intake screening is done over the phone. A private interview with the eligible senior and/or family is arranged shortly after the initiation of meal service to ascertain the unique needs of the individual(s).

Ride-On Tri-City! Program

Types of services provided:
RIDE-HAILING SERVICE
The Ride-Hailing Service is a same-day service that is available to Fremont, Newark and Union City residents who are able to use a curb-to-curb service. Rides are on-demand and usually arrive within 5-15 minutes of a ride request. Riders pay the first $4 of the ride and up to $16 in additional trip costs is subsidized by the program. Riders are responsible for paying any trip costs over $20 as well as any tip provided to the driver. There are not additional charges for companions or attendants traveling with a rider. Wheelchair accessible vehicles are not widely available with this service.
Participants can access rides in one of two ways:
- Individuals who have their own smartphones and an active Lyft account (Lyft app downloaded and payment method set up) can get subsidized Lyft rides directly through the Lyft app.
- Individuals who do not have a smartphone can get subsidized Lyft or Uber rides through GoGoGrandparent's call center.
TAXI SERVICE:
The Taxi Service is a same-day service that is available to Fremont, Newark and Union City residents who are able to use a curb-to-curb service. Rides usually arrive within 10-45 minutes of a ride request. Riders purchase taxi vouchers for $4 each and each voucher subsidizes up to $20 of taxi meter fare. Only one taxi voucher can be used per one-way trip. Riders are responsible for paying any fare beyond the $20 voucher subsidy and any tip provided to the driver. There are no additional charges for companions or attendants traveling with a rider.
The Taxi Service is currently not wheelchair accessible.
Program participants access the Taxi Service by calling the taxi company that is contracted with Ride-On Tri-City! to provide subsidized rides.
WHEELCHAIR ACCESSIBLE VAN SERVICE:
The Wheelchair Accessible Van (WAV) Service is available to Fremont and Newark residents who use wheelchairs or who are ambulatory and require special door-to-door assistance.
WAV rides cost $4 per one-way trip. Fares are paid using a pre-paid vouchers and cost $40 per book of 10 one-way trips vouchers. There are no additional charges for companions or attendants traveling with a rider. Reservations are taken up to 7 days in advance; same-day rides are available on a space-available basis only.
WAV rides are provided in lift-equipped, wheelchair-accessible vans.
Note: Wheelchair-Accessible Van Service for Union City residents is provided by Union City Paratransit. Ride-On Tri-City! can assist Union City residents (who are disabled and unable to use public transit) get registered for Union City Paratransit.

Second Chance and all its counselors are certified and monitored by the California Department of Health Care Services and Alameda County Behavioral Health. Their counselors have the education and credentials required to provide treatment and recovery services for substance use disorders.

How to sign up for services?
If you’re “coming on your own,” call 792-HELP or (510) 886-8696 (our Hayward location) and say you’d like to start treatment services. You’ll be told when the next group is (that same day!). We will have you come in a half hour early for a brief orientation where you can be screened, be given basic info about our various services and how to become a participant, and sign a confidentiality form.
If you are being referred by a Court for a Diversion Program like DUI, PC1000, Domestic Violence, or Anger Management, call (510) 792-HELP (4357) and ask to speak to the Registrar’s Office. They’ll answer whatever questions you have about fees, available classes, etc.
If you are being referred by a Court for treatment or “Court Services” or “Drug Court” or anything other than tone of the Diversion Program listed above, call (510) 792-HELP (4357) and ask for the Court Services Coordinator. This is also the best contact if you were referred by Probation or your employer.
If you are being referred for “Prop 47” or “AB109” or have any questions about those programs, call the above number and ask for Tommy Botkin, the Reentry Coordinator or the Court Services Coordinator.

Meal application for Free or Reduced priced meals
Free and Reduced Price Meals are available to families who believe they may qualify. If your family chooses to apply please complete an application online via MySchoolApps.
Only complete one application per family. The information you give will be used to determine or prove your child's eligibility for free or reduced-priced meals. This information may also be used for other state or federally-funded school benefits.
Factors considered in the application process are household size and total household income. HOUSEHOLD SIZE is considered all persons, related or unrelated: Including parents, children, and grandparents who live in your home and share living expenses. The TOTAL HOUSEHOLD INCOME is the income each household member received last month before taxes - this includes wages, social security, pension, unemployment, welfare, child support, alimony, and any other cash income.
Foster children are categorically eligible for free meal benefits. An application is not needed yet there does need to be documentation of status by a state or local entity familiar with the child's status. Foster children may be included in the household application as part of the household size.

Republic Services Senior Discount Program for Newark Residents:
Republic Services and the City of Newark have established discounted collection rates for senior citizens who are serviced as single-family residents in the City of Newark. Please complete the application and return to Republic Services with the acceptable documentation.

UUT Exemptions Seniors 70 and over / Low Income:
There is an exemption available for residential utility customers who are seventy (70) years of age or older. This exemption also applies if the spouse or domestic partner of the customer is seventy (70) years of age or older. The other exemption is for low income residential customers. Any customer who is enrolled in the PG&E CARE Program (California Alternate Rates for Energy) can qualify for this exemption.

Referral To Special Education NUSD:
Any parent suspecting that a child has exceptional needs may request an assessment for eligibility for special education services through the school principal. Students also may be referred by teacher or agency personnel. If you have a private school or preschool student that you would like to refer for special education services, please contact the Special Education department at 510-818-4208. You will need to prove residency prior to any assessment.

In late 2024/early 2025, renovations will begin in the building next to the Viola Blythe Community Service Center located at Ash Street Park. This building will be the City’s first resource center, with plans to open to the public by fall 2025.
The upcoming Newark Resource Center will enhance our community outreach and support efforts by providing space to local organizations for the provision of a variety of social services to our most vulnerable populations. This includes working closely with our homeless population to help them gain access to housing and supplementary resources.

How it works:
1. The person experiencing homelessness calls 775-841-7463
2. An intake interview with a Feeding Pets of the Homeless Case Manager must be
completed.
3. If approved, we’ll provide you with the information to make an appointment with a
local hospital or clinic
4. You pay what you can at the appointment, we pay the rest.
Case Managers are available to take new cases on weekdays 9 am – 3 pm PST,
excluding holidays.
We do not have after‐hours or weekend case management services. Services may be
declined due to eligibility criteria, no shows, type of procedures needed, or funding
limitations. Feeding Pets of the Homeless reserves the right to refuse service to
anyone.
- The person experiencing homelessness must first call and be approved for an
examination/treatment with a Feeding Pets of the Homeless Case Manager. - Feeding Pets of the Homeless’ Case Managers will determine eligibility based on
internal guidelines. To be eligible for assistance, applicants must have their
homelessness verified. - The Feeding Pets of the Homeless Case Manager contacts the veterinary
hospital/clinic to pre‐authorize the initial exam and rechecks. - At the time of the visit, the veterinary hospital/clinic is required to call, email or
fax us an estimate for treatment. A Feeding Pets of the Homeless Case Manager
reviews the treatment plan. Once approved, an authorization code is provided to
the hospital. All exams and treatment must be pre‐approved. - All of our client’s pets are treated on a case-by-case basis.
- Feeding Pets of the Homeless is not responsible for any veterinary bill without prior approval secured by staff.
