Newark is a city with a diverse mix of land uses. Although the city is primarily a residential community (based on land area devoted to residential uses), Newark also contains vibrant commercial and retail uses, offices, parks and open space, hotels, schools and colleges, and industrial areas. The City’s General Plan and Municipal Code contains policies, actions, and regulations that help these diverse uses co-exist in a manner that is safe, respectful, and generally without nuisances.  

The City has received and been made aware of a number of complaints of objectionable odors within some Newark neighborhoods. Although it is common to experience odors in and around your home or immediate neighborhood, sometimes an odor is distinct, unique, and in some cases, concerning to those who experience it. The source may not be known, and a personal response may be one of concern for the safety of themselves and others.

If you suspect an emergency call 9-1-1 and follow instructions from emergency response personnel. Then, call PG&E at 1-800-743-5000. Emergency and utility personnel will respond to investigate.

If you smell odors that you suspect is from an industrial use, please file a complaint with the Bay Area Air Quality Management District (BAAQMD). BAAQMD is responsible for monitoring air quality permit holders to the standards provided in their permit. BAAQMD has the staff, experience, and resources to identify odor sources and take all necessary actions to correct violations.
