City of Newark Notice of Funding Availability for Affordable Housing

Consistent with the Council-approved Fiscal Year 2022-2023 Affordable Housing Work Plan, the City of Newark is inviting developers of affordable rental housing to submit applications for funding assistance under a Notice of Funding Availability (NOFA). The funding for this NOFA comes from the City’s Affordable Housing Impact Fee Fund.

A total of approximately $12 million of funding assistance will be made available under this NOFA to help develop deed-restricted, new-construction, multifamily affordable rental housing. The focus populations for this housing are consistent with the Work Plan:

  • Families with children
  • Key workers (i.e., teachers/educators, first responders, childcare)
  • People and families at risk of homelessness
  • People with disabilities and other special housing needs

The City of Newark has retained Baird + Driskell Community Planning to administer this NOFA. They will work closely with city staff throughout the process and will be the main point of contact for applicants.

Responses to this NOFA may be submitted no later than Friday, August 5, 2022 at 5:00 P.M.

The City held a Q&A session on Wednesday June 15, 2022, from 10:00AM to 11:00AM via Zoom. Below are questions and responses received regarding the NOFA:

1. Who are the members of the City’s Community Development Advisory Committee, and what role will they play in the review of the NOFA responses?

Answer:  Members are appointed by the City Council to assist staff in guiding community development and housing activities in Newark. The roster of members is here:

2. Will the city accept a binding letter of intent as evidence of site control?

 Answer: Yes

3. For recent project examples, is it acceptable to include on recent project from 2021 without audited financial statements as these are not yet available?

 Answer: Yes
