NewPark Mall is the City’s primary retail and entertainment destination, serving a regional customer base that primarily serves southern Alameda County and northern Santa Clara County. When the City adopted the new General Plan in 2013, it recognized the importance of strengthening NewPark Mall and its surrounding land uses described as the Greater NewPark Focus Area. The General Plan articulates a vision for the Greater NewPark Focus Area that involves strengthening the NewPark Mall and its environs to enhance its role as a community showcase and a quality environment for shopping, working, and living.
The NewPark Place Specific Plan was created and adopted in 2018 to translate the City’s vision for the redevelopment and revitalization of the Greater NewPark Mall into a roadmap for development. The Specific Plan includes guidance in the form of plans, policies, development standards, and design guidelines.
The Specific Plan was subsequently amended to allow the construction of two development projects that will serve as catalyst projects for the redevelopment of NewPark Mall.
2021 SPECIFIC PLAN AMENDMENT
The current owner of NewPark Mall, Brookfield Properties, proposed two development projects to serve as catalyst projects for the redevelopment of NewPark Mall:
- 319-unit residential/retail mixed-use development
- Costco warehouse and 32-pump retail gas facility
Since the projects were not entirely consistent with portions of the adopted Specific Plan, amendments to various elements of the Specific Plan were required. The amendments included revisions to the master site plan, street sections, open space, policies, figures and tables, and implementation measures.
The projects also required Design Review for the review of the proposed building and site design and triggered the following requirements as part of the Specific Plan's implementation plan: General Plan Amendment to incorporate the Specific Plan into the General Plan Land Use Map to show that the Specific Plan governs the land within the Specific Plan boundary and rezoning of the Specific Plan area to create a Planned Development (PD) Overlay District for the Specific Plan area and adopt the Specific Plan as the PD Plan for the PD District.
On July 22, 2021, the City Council unanimously approved the above actions. The adopted amendment to the Specific Plan, environmental analysis, and descriptions of the approved projects are provided below. The staff report and related project and environmental reports are available here.

SUMMARY OF SPECIFIC PLAN AMENDMENTS
ENVIRONMENTAL REVIEW
Staff prepared an Initial Study examining the environmental effects of the projects and the Specific Plan amendments. This study was prepared pursuant to the CEQA Guidelines Section 15183 as the uses and development capacities are within the limits studied by the General Plan EIR and the 2018 Specific Plan Initial Study.
The Initial Study concluded that the proposed project actions would not result in increased development capacity or changes in the types or intensity of development or site improvements already planned or anticipated in the Specific Plan nor would the project actions directly result in development types that were not already assumed and evaluated in the 2013 General Plan EIR and 2018 Specific Plan Initial Study. Therefore, the project actions would not result in new or more severe environmental impacts than identified in the General Plan EIR and Specific Plan Initial Study.
